At the African Centre for AI Governance and Oversight (ACAIGO), we support governments in developing AI policies and national strategies that reflect national priorities, institutional realities, and socioeconomic contexts while drawing on regional and international best practices.
Our support covers the policy and strategy development lifecycle, including situational analysis, assessment of existing legal and institutional frameworks, comparative benchmarking, policy design, and the development of practical implementation roadmaps. We help governments create enabling environments for AI innovation while protecting fundamental rights, strengthening accountability, and building public trust.

We support governments in reviewing, drafting, and reforming legislation to address the legal and regulatory implications of AI and other emerging technologies.
Our work includes assessing existing laws for regulatory gaps, identifying areas requiring reform, and developing legislative responses across areas such as data protection, consumer protection, intellectual property, liability, aviation, and other sectors affected by AI. We seek to ensure that new legal measures are clear, proportionate, enforceable, and coherent with existing legal and institutional frameworks.

We advise governments on the design of regulatory and institutional arrangements for AI governance.
Our work includes developing risk- and rights-based regulatory approaches, defining regulatory mandates and institutional responsibilities, identifying potential overlaps and gaps between existing authorities, and supporting the establishment or strengthening of institutions responsible for AI oversight and enforcement.

We support governments in developing data governance frameworks that enable responsible access to and use of data while protecting individual and collective rights.
Our work covers areas such as public-sector data governance, data access and sharing, cross-border data flows, data stewardship, and policies governing the digital and data infrastructure necessary for AI development and deployment. We also help governments consider how data policy can support innovation, public value, security, and effective governance.

We support governments in designing and conducting meaningful stakeholder engagement throughout the development of AI policies, legislation, and regulatory frameworks.
We facilitate engagement with public institutions, industry, academia, civil society, technical communities, and groups affected by AI systems. Our approach helps governments identify competing interests, understand potential impacts, and incorporate diverse perspectives into policy and regulatory decision-making.

AI governance cannot end with the adoption of a policy, strategy, or law. We support governments in establishing mechanisms to assess how AI governance frameworks operate in practice and whether they continue to achieve their intended objectives.
This includes developing monitoring and evaluation frameworks, indicators and review mechanisms, assessing implementation and regulatory effectiveness, and identifying areas requiring amendment or further intervention as technologies, markets, risks, and patterns of AI use evolve.
